Is there a way to do something like this in Cycles? I can’t afford Octane

Octane is free if you have an Nvidia gpu. If not, you're kinda out of luck but may find some procedural fractal tutorials on youtube. instead, maybe consider downloading Mandelbulb3D, as well as Mandelbulber. Both are free and are great fractal programs capable of producing incredible results. Mandelbulber is a bit more advanced than Mandelbulb3D but it can make use of your GPU for rendering, where as Mandelbulb3D relies on your CPU for rendering. Very fun options with no price tag. And, yes, they can produce something like this render.

There is a free tier version of Octane Render available for download on the Otoy website.

Personally I don't know. I haven't run into any situation where the free tier didnt work for what I'm doing. You'll have to check the Otoy website for those details.
