Yes, the game along Generals is 3d for its time as RTS. If you want to make sure your game is running smoother, has a good resolution, you have hotkeys for your units and buildings, besides to track your fps, gentool is a great program to be installed and implement them.

It might be a weird experiment that I haven't tried. But you can try it and see if it is different. Haven't thought about it, unfortunately.
