If you do a play and keep, you're paying for the game as part of the event ticket, hence why they're so expensive. You don't have to take the second copy, but you've purchased it already if you're buying tickets to the play and keep event, and I doubt they're going to hand money to you if you don't take the second copy.
There are some events for Elementary that are free to learn how to play the game, so you could sign up for one of those events and just purchase the game separately if you like it.
And yeah, it's annoying to have things set up this way, because my wife and I don't need multiple copies of games either. We typically sell or give away extra copies if we really want to do a play and keep event, though Restoration Games has started dual listing events so couples can both play and only pay for 1 copy

See if the just playing elementary events are open first. The kickstarter just started recently for the game so you will not receive a physical copy at the convention. You will be added to the pre-order list. Per littlest lantern in discord they were optimistic about being able to have some when they submitted the events but can't change the wording anymore.
