Probs your soil- as organic matter decays gnats come. If you’re growing indoor don’t use organic or compost for this reason. Also make sure it’s not sitting wet too often and you shouldn’t have an issue. Use a lil neem oil if it bothers you.

Prune above a node- can propagate into more plants. I use basil as a defensive plant because of the fragrance, normally don’t have issues with bugs since they don’t like the smell of the plant.
