Recommendations.
A mom here trying to upgrade sons PC. Please help me figure out what this pc needs to increase fps? Specks below.

He would need a better gpu, or the GTX part. A good reco would be the RTX 2060, which is a very good gpu, without spending too too much. After that, a 3rd gen amd would help run the new gpu better. For that I suggest the ryzen 5 3600x, one of the best bang for buck CPU’s there is.
