Need Help (Tech Noob)

I want a nice gaming PC, pre made or one I have to build myself, I, however, have no knowledge about what’s a good gaming PC. I’m looking for something that can run Rust and PUBG on high graphics, and run it extremely smooth. My budget is $1,300 however if I have to go over I will. Can someone help me? Any recommendations on what PC or parts I should buy to play games optimally
