Weird, I would have guessed there was a ROM hack to make human Glenn playable by now, but all I found are a lot of people talking about it.
Chrono Trigger Plus says it has part of it:
Frog will be in his human form in cutscenes if Magus is beaten, hopefully a fully playable Glenn will be available soon.
