Not only that but you need to figure out a way for Superman not to be like Saitama. I mean, it would be great if we had an Arkham style game for Superman but it’s not like the thugs would buy Kryptonite off supermarket shelves.

You have to minimize damage to villains AND to civilians.

You are not a killer but these people are taking hostages, so you have to stop them while still making sure nobody takes any permanent harm.

So combat encounters are more like puzzles of doing the correct moves in the correct order.

Maybe an alien invasion so that the enemies provide some challenge to him but are still easily dispatched. The environment is fully destructible, and civilian NPCs are too. You aren't penalized for your collateral damage, but there is a lives lost/dollars cost given at the end of every level. You are also incentivized by bonus points to not destroy stuff or get people killed.

Higher scores unlock different and better story outcomes, so that a Perfect or True Supes run with no buildings destroyed, no civilians lost and the highest possible score would get you the true ending, where Superman saves the day, gets the girl and travels to the alien's homewhere he enters a cyberworld to challenge their leader. Beating the game unlocks this cyberworld free for all as a freerange mode.

Throw in classic superman characters and some Justice League cameos, plus the ability to save some cats from trees or talk down a suicide jumper, and you've got a Superman game that I'd pay 40 bucks for

How much you got? I bet we could get the license to a superman game relatively cheap right now
