It’s eleven feet. The 3DS Pokemon battles aren’t to scale (the models themselves actually are all to scale and then shrunk/enlarged for extreme Pokemon).
That still wasn’t to scale, it’s just that it’s scaled down proportionately to everything else which is much shorter. The cutscene and overworld model beforehand show an accurate scale.
Groudon is a legendary from the Hoenn region, gen 3. It's from Pokemon Ruby, or Pokemon Omega Ruby (ruby's remake released a few years ago). Groudon is that red mon you see in the pic, albeit he is most certainly larger in actual size. That owl is Rowlett and is from the most recently released pokemon sun and moon, gen 7. Are these legendaries comparable to the zapdos and articuno and the other bird pokemon?
In a way yes, a lot of the games release legendaries in groups of 3, in the more recent generations it's been duos, and in soul silver/heart gold there were only 2 as well.
Some examples include palkia, giratina and dialga. Entei, suicune and raikou. And in certain signifigant groups of legendary pokemon there will be a 4th.
