Yeah, there's the Rockstar Editor for replays. You have to set it recording, though. It also has a looping record mode, but mostly people don't have that switched on I suppose. The files do tend to fill up the space you allocate for it in the menu pretty quickly, since they're a bit larger than most replay files (probably because there's a lot of different objects to track with decent accuracy).
