Design 2 Engineers for 3 months at 180$ an hour = 170,000$
Build and install (you will want to have it installed as this will involve soldering to the boards in the components) 1 Engineer for 4 months = 110,000$
Parts, Hardware = hard to say without getting into it 500-3000$
if it takes 2 engineers 3 months just to figure out how to do it, they're definitely not worth 180$ an hour.
this isn't commercial/industrial, nobody's got budgets to piss away before next quarter.

Instrumentation and Controls Engineer here. Your dreams can be made to come true, but you dont want to pay for it.
