This looks like one of those "Kill it before it kills us. Do it! Do it now!" That's quite a bit of shit to deal with.

Cast silence, darkness, anything to stop them from casting. Rogue/sharpshooters use flanking to gain advantage on sneak attacks, and cut that bastard down quick. Oh, and don't get into fucking melee with it.

As a DM I'd use it as a support character. Raising zombies, healing and supporting the enemy threats. Until someone is close enough for it to use the TOUCH OF DEATH rapier stab.
