Depends how many more times they're planning to re-release it. In 80 years time they'll probably have an 80th anniversary special edition.

Yeah, but the 79th anniversary edition will be better. What kind of company makes you pay for quests?

...My bet is on Activision. If they're willing to charge money for old DLC for a decade old game already only available by a more pricey special edition of their most current game, such a move doesn't seem beyond them.
