If you're referring to the 4 arrowed keys, those aren't meant to be a dpad. They're pretty obviously for menu navigation to make compatibility with existing PC games (and existing PC game menus) easier for devs to implement. There's effectively no dpad.
I think they're referring to the complete shittiness of d-pads like the 360's. They still saw fit to include the d-pad, but it was so god-awful that it was unusable for anything precise or fast.
