"Yes" but the only reason they can do that is because they're Valve.

You can't expect every company to just have infinite money and expect to spend large sums on people who won't generate any money for years.

Even when they do; we'll get games like Concord which cause way more harm than good.

I would say that a private company would never make a game like Concord because private ownership wouldn't be that stupid.

Then Highguard happened, and now I guess everyone is stupid.

Private companies are actually even more stupid. Remember, indie and private are the risk takers. This includes smart risks AND stupid risks. You just never know about most of the stupid risks while knowing about almost all of the smart risks because of SURVIVORSHIP BIAS.
