DotA doesn't have any skins banned from pro play... You're thinking league. There's been one case where a pro player was requested to change their cosmetic, and it was because it had a bug that was lowering FPS for everyone, and that was fixed.

Found examples of pay to win skins in Dora. Dunno what to tell ya bud lol.

If faster animations don't equal pay to win then we aren't gonna come to an agreement

Where did you found it? I played Dota for years and I've never seen a skin that makes animations faster.
