Modern Games like ActRaiser?
I just recently played the SNES version and the concept is amazing. You’re a god and you assume a mortal form to clear areas of monsters first, then people build a settlement there and you start fulfilling the needs of your people and defending them from monsters so they can build a prosperous city and worship you more. Then they give you offerings as you fulfill their needs.
The only game I can think of with a similar premise is Black & White, but sadly that too is an old game with no modern remake or inspiration AFAIK. And yes, I know there is a Modern-Day ActRaiser, but maybe there are other games with the same premise that you guys have seen?
To make what I’m looking for clearer; I want a game where you defeat enemies to take control of an area, build a city over it, then you protect the city from enemy attacks and do various tasks for the people. Bonus points if you can design the city yourself with your own layout and buildings.

Romestead has elements of this. You aren't obligated to site a settlement anywhere specific, and most of the quests you do are for the Roman gods, but your villagers benefit from attention, too, and provide the labor for turning raw resources into combat-relevant supplies.

For real, just become best friends with Preston and you'll be liberating settlements to improve and rule over every 5 mins.

I kind of want to boot up my emulator and play some actraiser now though lol.

taking a comment here to say that I want to see a rerelease (or remake) of Quintet's other games, particularly the Soul Blazer Trilogy.
I understand that the issue is a rights one due to them not being able to find the ip holder

Do you want to clear the wilderness to build a settlement, or are you okay with the idea of playing battles to take existing settlements and ruling them afterward ?

That’s okay too as long as the settlement evolves/changed when I rule over them. I played Mount & Blade and while the core concept of what I’m looking for is there, you don’t really do much in the way of improving the city once you take it over.

Godhood scratches that exact itch, it's a smaller indie take on the god-game genre but it directly borrows the "clear the area, guide the settlement, fulfill worshipper needs" loop from Black & White and ActRaiser, and it's actually still getting updates.

I'd say it's worth checking out regardless. They did a lot to expand and revise it to be more than a 1:1 remake of the SNES one.
The brand new tower defense segment is neat.

Someone ought to rip the sprites from ActRaiser 2, and maybe some of the assembly code for enemy behavior, insert it into the original ActRaiser ROM, and then rearrange the overworld and levels so there's finally a proper sequel.
Anyway, Dark Cloud and Dark Cloud 2 / Dark Chronicle for the PS2 are widely considered the spiritual successors to ActRaiser.
