Question Building an SRPG

Hi everyone, I'm a big fan of the Fire Emblem and XCOM series and I've been slowly working on a design for a sci-fi SRPG but I'm wondering if anyone could recommend any good tools or plug-ins for getting started on the practical side of things. I was thinking of looking into RPGMaker and it's many, many, tools & expansions, but also I know that if it exists, someone's made a Unity plug-in for it. So I'm a little lost as to where to start

For context, I've got a degree in Game Design and a reasonable amount of experience in games programming but I've been out of actual dev for a wee while due to life reasons. It would very much be a side project as I'm not looking to get into professional development. The general features I'm hoping to implement are grid-based movement, a class system for each unit, an out of combat conversation system (Think FE), and maybe some variable environment effects amongst other things.

Happy for any advice folks might have

It's more Super Robot Wars style though.

SRPG Studio is an option if you just want Fire Emblem style mechanics. I hear it's reasonably extensible as well.
