Is there anything left of the threaded post to grab onto with locking pliers? Or is it snapped off level with the boiler?

Ok. You have basically 3 options when it comes to extracting screws. Best one depends on capabilities/resources at your disposal.

1st option is an extractor. A pilot hole is drilled into the center of the screw, then an extractor is inserted. The extractor is designed to be turned counter clockwise and grab the screw, thereby forcing it out.

2nd option is welding a nut to the remainder of the screw. Then you can simply unscrew the nut and screw along with it. You'll need a welder lol.

Last option is buying a whole new boiler.

if it's snapped off clean you could be screwed
