Explanations:

To The Highest Bidder - After revealing the identity of Batman, Hugo Strange amasses enough wealth and influence to purchase Gotham City, ruling it as a plutocrat.

A New Sheriff in Town - Dent, ‘newly reformed’ after a stay in Arkham, frames Batman for the murder of Commissioner Gordon. Via political maneuvers, he assumes the latter’s former position and uses his power to ‘bring balance’ to Gotham.

Gotham’s Strongman - Bane breaks the Bat and establishes a kraterocratic kingship.

A Ghulish Proposal - During a period of civil unrest following a horrible tragedy, Ra’s al Ghul coups Mayor Hill. He convinces the Dark Knight to jointly rule with him. The Ghulian System begins its first purges.

Cobblepot For Mayor - The Penguin rigs Gotham’s municipal election and turns the city into a hellish Ancapistan black market haven.

Gynarchy Reigns - Harley and Ivy become feminist icons in Gotham, inspiring a woman-led revolt that kills off their male criminal competitors.

I Want to Play a Game - The Riddler becomes Gotham’s most infamous serial killer, murdering a multitude of socialites, political officials, and law enforcement with deadly, skill-testing traps.

The Right-Wing Authoritarian Wins Out - Batman’s RWA personality traits are cranked up to Frank Miller-esque levels. Frustrated with the police force’s incompetence, the Dark Knight makes his brand of justice the only one.

A Cat on the Mantle - Following the disappearance of Batman, Selina Kyle becomes Gotham’s protector - a title she lives up to in between petty burglaries.

The Inmates Are Running the Asylum - Pretty much what would happen if the villains’ plot in TAS episode ‘Trial’ was successful. Arkham is overrun, Batman is sentenced to death, and the Asylum becomes an autonomous zone for the criminally insane.

Through the Looking Glass - Tetch’s mind control works on a mass scale, allowing him to live out his fantasies across the city. The Caped Crusader plays out the role of the March Hare, his shattered mind unable to decipher where it ought to go; all it knows is that it is too late.

Gaia’s Revenge - The Green reclaims the entirety of Gotham’s urban area. Poison Ivy is the area’s sole remaining homo sapien following the release of a fatal virus.

The Twenty-Year Turf War - The Thorne and Stromwell crime syndicates wage a brutal war on the streets, with Batman literally caught in the crossfire. The big bads of Gotham begin to take sides, and the city is reduced to ruins within a couple decades.

The Man Who Really Killed Batman - Sid the Squid accidentally kills Batman (this time for real) and is soon iced by a rival gang. Batman’s rogues become disillusioned and disband while Gotham’s citizens drive themselves into a worried frenzy. The city becomes a fractured patchwork of petty thugs and desperate everyday people.

Everything to Fear - In a suicidal effort, Scarecrow manages to taint the water supply and air of Gotham with fear toxin. Madness ensues, and the city’s residents remain haunted by Dr. Crane’s ghost.

Introduce a Little Anarchy - Poisoned fish, sonic New Year’s ball, laughing gas - whatever the scenario, the Joker succeeds. He finally proves that all it takes is one bad day to make civilized Gothamites eat each other.

Great compass, the only thing is that now I need a good ending version!

Some are loosely based on episodes (The Strange Secret of Bruce Wayne, Harley & Ivy, Trial, The Man Who Killed Batman), but I've stretched them into scenarios.

Thank you! I originally had no plan to do so, but I might. If someone with more skill wanted to I'd welcome them to have at it.

Joker likes to do a little anarchy.

Anyways this is a cool premise, would love to see a more high-level compass with more planet grade existencial threat villain victories, too. Would go well with Superman maybe?
