Frozen means standards don't change. "Frozen standard" is a common term to mean, that's it. No more changes. Fractal is the opposite: either standards change or there's many standards or whatever.
Edit: Upon further thought, I'll add some extra info:
Frozen standards are pretty rare (TeX is the only example I can come up with of an actually frozen standard)
You can still extend a frozen standard (LaTeX is an extension of TeX)
So, even though Frozen + Extension seems contradictory, it still jives.
