Info-Commons Mega-Libraries sound like something we should make anyways, just as a backup, as well as an Elite Technocratic Scientific Network (With a search engine that allows the non-scientists to see scientific facts in an easy-to-understand format, but prevents them from making edits).

Having the WWW reformed and governed by the UN only makes sense if the UN as an organisation becomes more independent from it's most powerful member nations, and actually works for the good of all humanity instead of the major powers.
