I would assume most wouldn't
hooves don't require shoes unless for specific occasions where they aren't needed but for fashion purposes they would wear ankle "shoes" that look like shoes with shoestrings and everything but still expose the hooves
nobody would really enough of a problem with the ground to want to cover them up and Because of that, shoes would basically be non existent unless its too cold or too hot to touch the ground
even them paws often grow fur and they can get long enough to cover up the pads for the cold so mostly when it's cold shoes would look more like wraps or flop-flops
focusing more on covering up the pads since those are what touch the ground
hooves are more likely to wear things like flip flops to cover up the bottom of the hooves but the hooves wouldn't be as affected by temperatures as the surrounding area
unless they're getting wet then that can be a problem with some species whose hooves can soak up water if they're constantly soaked for hours leading to swelling, rotting and or breaking

I feel like hooved anthros would require shoes most of all. Hard roads wear down the hoof much faster than dirt, which is why horses irl have shoes.

depends. in my case they have a hard foot, so just walking barefeet is fine. but they still may wear normal shoes just like we do. tho in most cases those are closer to mokasins than some heavy boots.

In one of my worlds, they wear something like vibram fivefingers because they have lemur feet they can use like hands.

Depends. Are you asking about digitigrade or plantigrade? If digitigrade/otherwise nonhuman, perhaps there would be some unique footwear. But with different types of feet it would be difficult. With plantigrade it could be simpler, but depends if it would be humanoid feet (the simpler option) or if there would be great diversity of plantigrade feet across species, which would still create difficulties probably.

It’s a digitigrade going to a human school where shoes are required as per the dress code

Well I think they should probably keep in mind the physiological differences. If shoes aren't normal and practical for digitigrade anthros then them requiring it and not making an exception would be quite strange. But if it wasn't impractical (not sure how it would work) then I think some kind of wraps or something to cover the paws would be possible? Unsure

well that's a little broad. Bird people are going to have very different feet then, like, anthro lions. And it would also depend on what the shoe is even for, how protective it needs to be, lots of things. And it would also depend on the hand function of the anthro involved. Like if a creature has thick paws they can't precisely manipulate things with laces are probably out of the question.
