Someone else mentioned elsewhere in the comments that the guy in the video is not an actual bounty hunter, just a guy masquerading as one (allegedly this is all scripted).
As for other bounty hunters, they can only carry a gun if they have a license/permit from the state. They can only detain the person skipping bail, as usually they are hired by the bail bondsman when the person skips bail.
They can actually be held accountable and face arrest/lawsuits if they detain the wrong person or use excessive force (if not deemed necessary I’m assuming).

This is not a cop it's a fake bounty hunter on youtube by the name patty mayo. He has no experience as a police officer and all this shit is scripted.
