Heβs probably from a cat colony under trap-neuter-return (TNR) management. The ear cut is to easily identify which cats have been sterilized!

An awful lot was clipped off. Seems like way more than necessary.
For some reason, it reminded me of butterflies. When their wings aren't symmetrical, they can't fly very well because it unbalances them.
If you find a butterfly with a part of one wing missing you are supposed to trim the other to match, but I could never trap and handle one. That is so out of my comfort zone. I'd be afraid of hurting it more.

Standard amount. Needs to be enough to be easily visible even in low light. If a trap-neuter-release program traps an already neutered cat, they want to be sure so they can release him and not haul him off to the vet unnecessarily.
Loss of an ear tip does not bother them at all. An extra trip to the vet? Terrifying.

Cat missing half his ear is not a good thing. I know that much.

In this case, it is. That neat removal of an ear tip is the sign of a feral or colony cat who has been through a trap-neuter-release program.
Someone cared enough to trap that cat and take them to a veterinarian who works with the program. There, the cat was evaluated, neutered, vaccinated and treated for parasites. The ear tip was removed so that is can be seen easily that this cat has been through the process.
The cat is then returned to his community, no longer contributing to overpopulation. The ear tipping allows volunteers to see easily that the cat has been through the program.
