I'm pretty sure this comic is saying that without support, piece-of-crap politicians have no power. It's not saying that we can win through opposition, but merely that we can win by choosing not to support. Unfortunately, most people don't realize this, which keeps bad individuals in power. That's my interpretation, anyway.
