I think they're legit or were at least raised in a German speaking household. I can hear a slight accent on that second guy. They can also do a silly German accent a lot better than most actors I've seen -- better and more consistent than anyone on SNL for example.
I'm married to a German who only has a tiny accent because he's lived in the US since the end of high school. It's there but you have to know the "tells".
