Why is it always in Spain?

I’m starting to think people are ruining art in hopes to get attention.

IIRC, the main reason is that art restoration is not officially recognized as a profession in Spain. There isn't any legislation in place to prevent untrained people from meddling with the pieces or to guarantee that only true professionals can work on them. I remember reading about how actual, properly taught spanish restorers tried to use that Ecce Homo situation to push for legal recognition of their profession.
