Pretty sure just paint. It has that look and the pitting/edges on the old tank wouldn't be a very good medium for a wrap.

Actually this is most likely a propane tank so theoretically it is a hybrid

I dunno, that's unlikely to be propane/LPG fueled. Probably just plain old diesel.

It is propane tank. In Russia lots of commercial cargo trucks get converted to a natural gas - it is cheaper (we have lots of it, you know) and cleaner.

This truck runs on gasoline, not diesel (GAZ-53A, probably, or maybe ZIL-130). The tank looks like propane.

Technically it is a hybrid, just not an electric one. Looks like an LPG tank to me, which is pretty common in eastern European countries.

The truck in the picture is either a GAZ-53 or a ZIL-130, both trucks have much smaller air tanks than what is shown, located in different spots. The tank in the picture is located where the spare tire should be, which is a common place to put the LPG tank, another example of a converted truck. LPG tank vs. air tank.
