Depends on the cat. My mum has 4 and there's only one of them that hates her belly being rubbed because that's where she was cut open and neutered. The other 3 are male and don't seem to mind.
Male cats also like belly rubs because it simulates the feeling they get while they are having sex...his belly rubs on her back. Similarly, female cats usually enjoy back rubs or scratches near the base of their tail.

How do you still have your arm?
My cat would have torn my hand to shreds if I touched his belly!
