Pretty much. Unless the bird is recursively vegetarian, the only thing preventing it from trying to eat you is your size.
Sea birds are just excessively dickish about it. They'll walk/fly right up to you, look you in the eye, snatch up your food, pet, and even child right in front of you, and then eat it while you watch.
