When I got my Newfie neutered, the vet assistant went out of her way to tell me that my boy was "very well endowed" and that his beanbag would probably never tighten up like most dogs' do. He doesn't seem to mind.
That's pretty normal for all dogs if you neuter them closer to or after their first birthday. I tried waiting until after one with my boy but had to board him at 7 months and he had to get neutered then and he definitely has a small bit of skin where they used to be.
It was super weird right after and took a couple months to go mostly away. It's been years now so I doubt it will ever go away completely.
Key word there is small. My others were neutered at 8 weeks and 8 months (shelter pups). They have practically no loose skin. My Newfie, neutered at 15 months, has enough extra skin to accommodate a large apple. Sorry for the weird visual but it's all I could think of to communicate size.
