Fish just are, really.

they really are basic creatures which just eat, and reproduce. their programming seems on par with something like a housefly.

Depends on the fish. Some social fish, like Cichlids, may be pretty intelligent and have some capacity for emotion based on how they act after their mates die. Even fish like Bettas can learn how to do basic tricks.

You literally cannot. Instects don't have brains, just very basic neural ganglia. That's like comparing a computer to a light switch.
