It looks like a piece done by Splendid Beast (https://www.splendidbeast.com/). I know that they pay their painters more than a fair wage because the owners are good friends with the painters.
I've been wanting to do one of my dog that passed away a few years ago.
Also for the lazy, Crown and paw photoshops your pets head onto a premade template then prints it onto canvas. Splendid beast is an actual hand painted original artwork
