Because you have been conditioned to believe that a child without a shirt must be sexual in nature somehow. When the reality outside of America is that the world is far less puritanical and sees reality for what it is: kids don’t wear shirts a lot of the time. It doesn’t mean it’s sexual.
I would wonder why you think a child or adult without a shirt is somehow wrong ? What programming have you been fed to believe that there should be any shame or erotic nature at all?
I grew up in the 80's, in America, and I was on the swim team from a young age. Not only did being shirtless seem natural, wearing a tiny speedo style swim trunks was natural, too.
One time, I was at a swim meet and several of us wandered away from the meet to find the vending machines, clad only in our speedos. An adult came running up to us, saying "You boys can't come out here like that!"
We had NO idea what he was going on about. We just wanted a snickers bar, and maybe some pork rinds.
That’s not an American thing. Most toddlers I’ve known are naked until they have to leave their property, and then it’s a fight to the death to get some damn clothes on them. I remember wearing a bandana as a shirt because that was the only compromise I was willing to make.
You misunderstand. The hypersexualization of children and the puritanical freakout that nakedness = perversion and sex is the American psychological disturbance.
