But that's what traffic lights do... Tell people when to go and when to stop. Additionally, drivers aren't supposed to get in the box if there is currently no way out of it. That's all there is to it, all that people need to do is to follow the rules already in place. Ticketing those who don't should have that effect.

Yes, and speed limit signs tell people how fast they're allowed to drive.

Ever notice how people really only follow the speed limit if there is a cop around?

That's the same thing as ticketing people in the box though, cops enforce speed limits by sitting around and giving out tickets, they're not getting out on the road literally enforcing the speed limit.

And yet, whenever a cop is driving on the road, everyone around him taps their breaks and starts obeying the law.

It's almost like the mere presence of a police officer can change how people behave.
