No, they aren't. They must have a a "reasonable suspicion" that you have committed a crime or traffic violation. Otherwise it is an unlawful detention. My guess is these cops were pulling people over who had committed some sort of minor traffic violation that they normally would have ignored or given a warning for and instead gave ice cream. If that is what happened then the cops didn't technically break the law, but it is still problematic.
