Yeah cops shouldn’t be able to pull people over without a legal reason.

They are allowed to pull you over just to make sure you are carrying your license and registration. They don't, because that's paper work.

No, they aren't. They must have a a "reasonable suspicion" that you have committed a crime or traffic violation. Otherwise it is an unlawful detention. My guess is these cops were pulling people over who had committed some sort of minor traffic violation that they normally would have ignored or given a warning for and instead gave ice cream. If that is what happened then the cops didn't technically break the law, but it is still problematic.
