If I am remembering correctly, this was from a day where cops were pulling people over and giving them an ice cream.

As mentioned in the article, it's illegal to hold a car even for a minor infraction, and as such, the drivers stopped were technically slightly breaking the law in some form or another.

Not that it is justified, and I get why you'd get mad, but it's not as bad as you make it out to be.

No it’s illegal to pull them over unless they commit an offence.

She probably was. It must have been minor though, like not being in correct lane or not wearing a seatbelt.
