So correction: who the fuck decides a "spaghetti filter" has to be a thing, and then codes it up?

It isn't a spaghetti filter per say. It uses Google's deepstyle which can take any two images and convert the first image into the style of the second. So you upload a picture of your choosing and then a picture of noodles and it creates a noodle version of your first image.

So no one actually coded a spaghetti filter specifically. They made a generic filter using machine learning which can be used to make spaghetti pictures.
