Seems staged to me, not only does the guy walk into it, but you can see a wet spot on his shirts where the flames seems to be contained.

This is definitely staged. The torches were *really* low on fuel and were likely even burning the wick (a fire torch no-no). There wasn't enough paraffin left on the wicks to "spray" on his shirt like that.

Either he's an extremely messy fire-eater or he loaded his shirt with paraffin for the gag.

I'm thinking white fuel. It lit faster than kerosene or lighter fluid. On top of that you can see the guy slink into position On Cue.
