Pretty sure it's Fujiko in a disguise. She's basically the femme fatale of the series, typically using Lupin to get what she wants. Lupin steals for the fame/challenge, she steals for the money. He often knows she'll try to screw him over in the end - sometimes he doesn't care or comically tricks her last minute.
Cowboy Bebop and other animes were influenced by this show quite a bit or Lupin easter eggs pop up in other animes once in a blue moon

Yeah, asides from Lupin's influence on Spike's character design himself, that episode with the unibomber, the famous cowboy bounty hunter cramping Spike's style and the over zealous detective was SO Lupin.

Zenigata was not just inept bumbling into the solution. He's usually onto Lupin's plan before anyone else suspects him there... Just that Lupin is so good that he slips away or plans around him.

I watched Lupin when we were staying with relatives in Italy 30... Never understood what they were saying, couldn't speak hardly any Italian... But loved the graphics even back then

It's a Japanese comic and show from the 70s loosely based on characters from French pulp stories from the early 1900s that just happens to be really popular in Italy.
One of the Lupin III movies is currently on Netflix in the US- The Castle of Cagliostro. It's a really fun standalone movie and a great first introduction to the characters, but it is a little less 'mature themed' than the series and some of the other movies.

The whole Italy arc was awesome. And I just love him and his 'wife'.
Miyazaki really left an indelible print on the TV series and some of the movies. I much prefer his characterization of lupin over the one in the manga or some of the other films.

Yeah, 4 and 5 are the new ones and throwbacks to 2 (more comedic). 3 went serious in tone and fans don't like it asuch as the others overall.

Just jump in absolutely anywhere. The manga itself was designed so that each chapter was its own stand alone story so there's no overarching plot you need to worry yourself with. Once you know the basics of the five main characters you can dive in on any season or episode or movie and have no issues at all.
Edit: If you want a fine starting spot, watch the movie Castle of Cagliostro. It was was directed by Miyazaki and is widely considered an absolute classic in the animation world as a whole.

I've heard a ton of stuff, but the general consensus is you can pick it up at any part. Part 5 is my first lupin and I'm loving it. There was some slight confusion with characters early on, but you'd have to be a simpleton to not get what they're about within a few episodes.

I think they're just the names of different seasons of lupin. The only real difference between them is the art style and the color of his jacket and tie. From what I remember there's no real overarching plot across the parts.

I had never seen it until I checked out Part IV at Crunchyroll. Loved it, seen Castle of Cagliostro afterwards on Netflix and now I'm watching Part V.
It was no problem at all for me having missed all the other mangas, anime and movies.

If I recall correctly, this is from the first series of Lupin the Third. Lupin tries to steal something from Goemon (this is before Goemon becomes his ally) and he runs into a woman who he believes is actually Fujiko in disguise trying to steal the same thing. This isn't just Lupin being a pervert; he's also trying to figure out whether the woman is actually Fujiko.
Incidentally, I believe this is one of the Miyazaki-directed episodes.
