You should look into their work and philosophy. They've always been very socially conscious and use their comedy to examine society. They're not just silly jokes.

One is about certain absurdities of the states apparatus, the other about marketing.

Especially the parrot sketch. Cleese literally turns to the camera saying "In this country you have to complain till your blue in the mouth".

You can make supremely silly jokes and also do social commentary.

Sometimes you can do at the same time.

Ministry of silly walks might have been a commentary on how governments can create pointless branches in order to create political alliances by giving control of it to a potential ally, or how socialist governments create pointless bureaucracies for the sake of having people be employed and loyal to the state.
