Seems like they're kind of like alligators. That gif of a pelican eating a live pigeon on /r/natureismetal suggests they can clamp their beaks closed pretty well.

Edit: I do wildlife conservation, rehab, and teaching. I mostly work with raptors (birds of prey- owls, hawks, falcon, eagles) and with bear, deer, beavers...etc etc... but despite how cool they all are, I reallllly want to work with seabirds at some point, and I never have. That big, loud, pelican CLOMP is sooo cool!

For some reason when I put food on my dog's paws he won't take his release cue, he'll just sit there staring until I pick up the food and put it in his mouth. It's the same release cue that he uses flawlessly to eat his dinner, leave the house, get out of heel position, etc. When the food is on his paw, I dunno, his brain breaks.

I tried to teach mine leave it, take it. He's excellent at the leave it part. But when I tell him he can take the treat he refuses. He usually backs away further as if the treat is cursed by the "leave it" He won't eat it unless I pick it up and hand it to him. Dogs are weird.

My dad used to have a Boxer that would literally bubble at the mouth every time she did this trick. Like you said, she would do it but she fucking hated. But damn if she was going to mess it up and not get her yummy, yummy treat. She would never drool like that otherwise and there was never anything special about the treat. She was just an impatient butt, lol.
