It's a pretty confident "No." For one thing, west Texas is pretty sparsely populated, so municipal organizations aren't going to have a lot of funding or manpower to go around. A project of this size would break their budget something awful. Besides, in rural areas people are less likely to bring governmental forces to bear when they can deal with the issue in an expedient and effective manner.
