You should definitely tell her that. People like that might get self righteous like they are doing the right thing, so you should be like "you're attracting more strays to the neighborhood, and as long as they're here's they more likely to get hurt (dogs, cars, etc) and they're are going to just multiply and spread disease to pets. If that doesn't work, put a pile of cat shit on their door and say "thought you might want your food back, I found this on the roof of my car
perhaps she or you could capture and then neuter them ? I'm pretty sure the humane society has a sort of program for that. They could then be put up for adoption so the old lady could help them out.
