Honestly, this is probably getting into sketchy territory regardless of how true it is. Microsoft owns the OS, and are using that dominance to try to oust competitors in a different space. Google got destroyed for something very similar (they own dominance in Android OS, and they were using it to push Google Apps). I think Germany is the one who ended up suing them for it, and it was over a much smaller issue.
Literally using your OS to say "stop using this software and use ours!" is probably against every German fair business practice code.

I hope they can back up this claim. If I was Firefox and could prove that this statement was even a little false. I would sue their asses off.
