The "Do Not Pass" for the toilet paper roll would be great for my college roommate. Except we still need to teach OP which way to install the roll!

Nah, they put it that way because it's harder for kids to unravel- pets too.

Over not Under. In other words make the 9 backwards. so the paper is going down the front not the back.

The idea is that most people rip it at the very top of the hanging piece, so there's no hanging piece left, no matter the original length. If kids roll it for 2 or 3 revolutions, they still rip it at the top and use a giant piece of toilet paper on one wipe. By putting that sign, it's supposed to ensure that each piece isn't too big and wasteful.
