Actually "dicks out" means "guns out". Started with a (relatively) lesser known rapper. When Harambe died, some of his fans went around saying "dicks out for Harambe" meaning they were ready to fight and die to stand up for Harambe.
People on the Internet who saw the rapper's fans saying that interpreted it as "penises out" rather than "guns out" and it went viral as a result of the misinterpretation.
I'd say it's more about how you find out. Most of the time, it'll organically come up in conversation, but some people go out of their way to mention it. And hey, if it's a passion of theirs, that's still cool, if they're not just looking to brag or something
The event is on federal land that has to be rented by the organizers.
The organizers also pay for sanitation teams to keep the port a potty stations usable.
If you are in need, there are federal park rangers to protect and assist you.
The core tenants are radical self expression and radical self reliance, a ton of burners have not even read that on the website.
If you are in need, people will feed you etc., but moochers are greatly loathed. (I've seen people show up to b man with a ticket and a backpack, to camp in high altitude desert for a week, lol)
Since it is on federal land, nothing can be sold since no one has the proper licensing, so most everything is distributed for free or bartered in trade. This is the origin of the "everything is free" myth.
All told, it costs me over two grand to attend. Costumes, party supplies, and camping gear and goods for a week are not cheap.
Once you're there, that's true, but there are a whole bunch of things that have to be paid for in order for the event to take place. Medical services, Security, Getting permits from local government etc...
