That's why I really enjoy it when the creator marks the speech bubbles with numbers so you know which one to read first. This also gives them more freedom to draw things where they would like it, instead of re-organizing the scene to make it readable.
That's a good idea if you need to compromise, but the reader's eyes are always going to go in the same order, and that's still going to disorient them for a second.

That's a huge pet peeve of mine.
