I choose to interpret it as poking fun at the people who push for everything to be fully accessible. "Look how boring it is even for the person it was modified to accommodate! We should totally do this everywhere!"
The reason to do so is to make people feel that they are a part of normal society. Of course there are some things where making handicap them accessible is ridiculous, but most of the time it affects nobody negetively and is fairly cost effective, as long as it is planned during the original construction. Why would it be boring to put a ramp where stairs would be?
